Parse an HTTP Cookie request header into readable JSON.

Paste Cookie request-header values such as theme=dark; lang=en to inspect their JSON representation. Semicolons separate entries and percent encoding is decoded. Duplicate keys keep the last value; Set-Cookie attributes are not supported.
